But why cut? City investments in 2012 brought in an additional $35 million, but only $6 million is being allocated to operating revenue.
The 2013 budget requests $9 million more in taxes - the 2.8 per cent. If the $9 million were taken out of the surplus, there would still be $20 billion in the residents' favour. Therefore, no need for a tax increase.
Yet the city staff are recommending an increase to the mayor and city council and explain that if taxes don't rise they will have to cut programs.
The explanations don't add up.
