CAROL BAIRD ELLAN

NEW DEMOCRATIC PARTY OF CANADA

BACKGROUND: 

Former Chief Judge of B.C. Provincial Court, lawyer and mediator. Served 19 years as a judge including Burnaby and North Vancouver courts doing criminal, business and family cases. Longtime District of North Van resident, married to Tim Ellan, mother of five, grandmother, volunteer.

QUALIFICATIONS:

I earned my LL.B in 1979 and was a Crown prosecutor from 1983 to 1993. As Chief Judge, I administered a budget of over $40 million and hundreds of staff. I presided on thousands of cases and hundreds of mediations 1993 to 2012 and volunteered to help hundreds of marriages in crisis from 2008 onward. 

WHAT SETS YOU APART FROM OTHER CANDIDATES?

As a judge, I’ve learned how to listen and how to take considered action, and I understand the law and can help craft better ones. I have passion and experience, and will fight hard for better environmental protection, a stronger health care system, affordable child care, and the protection of our rights and freedoms.

WHAT WOULD YOU DO IF YOUR CONSTITUENTS FELT STRONGLY OPPOSED TO SOMETHING BUT YOUR PARTY FELT THE OPPOSITE?

I will adhere to my values and the values of Burnaby voters: fairness, inclusion and justice. I would advocate in caucus on behalf of my constituents in the strongest possible terms. I’ve helped reconcile marriages in crisis and I’ve raised five kids: I know how to stand my ground and reach out at the same time. 

WHAT’S YOUR STANCE ON THE KINDER MORGAN PIPELINE?

From the beginning of my campaign I’ve been clear: I oppose the Kinder Morgan application, and I will take every step possible to ensure that no risky, unsafe energy projects proceed in North Burnaby or anywhere else. As MP, I will build on Kennedy Stewart’s record of involving thousands of people in Burnaby in the process.

We know that Stephen Harper intends to ram this project through. That’s why it is so critical to elect an NDP government that can stand up for people and the environment.

BACKGROUND:

Hi! I’m proud to be your candidate in our beautiful new riding. Burnaby is home to my wife and me. Ravi runs a manufacturing company and a healthy-living blog. Between us we’ve lived here 44 years. My mother works in home care, my father was a janitor, and my sister is a nurse.

WHAT SETS YOU APART FROM OTHER CANDIDATES?

My combination of experience; in business, politics, academics and community service, and my deep roots in Burnaby. I want to work on policy that helps our community for generations, and I’ve demonstrated my commitment, knocking on thousands of doors and attending or hosting 200-plus community events. 

WHAT WOULD YOU DO IF YOUR CONSTITUENTS FELT STRONGLY OPPOSED TO SOMETHING BUT YOUR PARTY FELT THE OPPOSITE?

Work hard on behalf of constituents’ point of view. Plus, the Liberal party will make free votes the default, so MPs can represent community positions.  

WHAT’S YOUR STANCE ON THE KINDER MORGAN PIPELINE?

Any major energy project, including Kinder Morgan, must attain the support of the community and partner First Nations, otherwise it won’t proceed.

Ravi and I own a home with the pipeline going past our front yard. Job creation and economic growth must be sustainable.

We will revise the NEB review process to make it fair, objective and scientific.

BACKGROUND

I was born and raised in Seymour, where I live with my wife Kellyanne and our four children. I have been deeply involved in the community my whole life, and believe strongly in community service.

QUALIFICATIONS

  • Municipal liaison with North Shore Rescue
  • Director with the Greater Vancouver Labour Relations Bureau

  • Professional experience: Seven years as an operations manager for a shipping company that ships finished lumber products to Asia.

I believe my broad experience working in the community means I am ready and prepared to work effectively.

WHAT WOULD YOU DO IF YOUR CONSTITUENTS FELT STRONGLY OPPOSED TO SOMETHING BUT YOUR PARTY FELT THE OPPOSITE?

In our Westminster system of Parliament an MP agrees that on confidence motions they will support their party. However in the last two parliaments the Conservatives have held more free votes than any other party. In fact since Thomas Mulcair was elected leader of the NDP, there hasn’t been a single independent vote from a NDP MP.

WHAT’S YOUR STANCE ON THE KINDER MORGAN PIPELINE?

Unlike the other candidates we will not prejudge the outcome of the review process before it is completed.

The current National Energy Board review with over 1,200 participants including 400 intervenors is the most thorough review in the 50-plus year history of the board; we will wait until the final conditions to comment.

GREEN PARTY OF CANADA

BACKGROUND

I am a professor of cell biology at SFU. I run a research lab, I teach, and for the past three years I served as chair of the Department of Molecular Biology and Biochemistry. As an engaged citizen, I advocate for science, for action on climate change and for social justice.

QUALIFICATIONS

My degrees are in science: B.Sc. (Marine Biology), M.Sc. (Oceanography), Ph.D. (Genetics and Biochemistry).  I am the director of a research lab that is focused on understanding the molecular machines of life. Surprise discoveries from our work on algae led us to new approaches to the treatment of Polycystic Kidney Disease.

As a successful scientist, I have strong analytical and communication skills. I’ve won SFU’s highest award for teaching and my roles in university governance have honed my consensus-building and administrative skills. 

WHAT SETS YOU APART FROM OTHER CANDIDATES?

Those who have attended the all-candidates meetings will know that I have a good understanding of the issues and that I will bring my intelligence, compassion and capacity for hard work to the service of the riding and the country. I will bring my scientific respect for evidence to Parliament.

WHAT WOULD YOU DO IF YOUR CONSTITUENTS FELT STRONGLY OPPOSED TO SOMETHING BUT YOUR PARTY FELT THE OPPOSITE?

I would work to understand and resolve the difference. Ultimately, it is my responsibility to act in the best interests of my constituents, not my party. 

WHAT’S YOUR STANCE ON THE KINDER MORGAN PIPELINE?

I am unambiguously opposed to the economically and environmentally risky Kinder Morgan proposal.  I was sued by Trans Mountain for my role in the protests on Burnaby Mountain, and in full respect of rule of law, I was arrested in an act of civil disobedience against this project. The Green Party stands with me in recognizing that expansion of the oil sands is incompatible with avoiding catastrophic climate change. Without expansion of the oil sands, there is no need for this pipeline and no need for a new review/approval process.
