Burnaby man arrested, faces fraud charges

A Burnaby man was arrested Thursday after failing to appear in court on charges of defrauding people out of more than $900,000.

The Ridge Meadows RCMP's serious crimes unit and street enforcement unit arrested 64-year-old Douglas Archie Clark Thursday morning.

Clark was charged with 13 counts of fraud.

The cases involve Clark portraying himself as a member of the Canadian military, often indicating he's with the navy, and either being a current or retired member. Some victims have observed Clark donning a military type uniform. He has told victims that he is sick with cancer and that he needs money for treatments not covered by his medical plan.

Police allege Clark has defrauded several victims out of more than $900,000 with complaints dating back to the 1990s.

Clark originally appeared in Port Coquitlam Provincial Court on June 2 and was granted a conditional release by the courts. His conditions included not being allowed to contact any of the alleged victims, remaining in B.C. and not wearing any military uniform.

He failed to appear in court for his next appearance on July 11, so a warrant was issued for his arrest.

Since that time, Ridge Meadows RCMP have received more reports of Clark continuing with his fraud scheme. Police now believe he has defrauded victims of more than $1 million.

Clark appeared in Port Coquitlam Provincial Court on Thursday and was remanded in custody until his next appearance, which is set for Aug. 15.
