While construction on Westminster Pier Park may be behind schedule, it has nothing to do with the massive hole being dug at the project's west side.

Several readers contacted The Record, concerned that work crews had run into environmental or structural problems that had to be repaired, though the explanation is much more benign, says Jim Lowrie, the city's director of engineering.

"They're putting in water, (electrical) and sewer servicing to the parks site. To do that, they dig a hole in the park and a hole on the opposite side of the railway and they jack pipes underneath the railway," Lowrie said. "It's certainly a planned activity and it is scheduled."

The holes is as deep as it is, Lowrie said, because the railway tracks must be jacked up from below while work is done so trains can continue to run.

Asked why the crews are digging up a portion of the park that was seemingly complete, Lowrie said the way the work is done is up to the contracting firm.

"That work is part of the general contract for the park repairs and the timing is up to the contractors on site," he said.
