Unlike one of your correspondents, I would welcome a water meter. I pay an annual flat water fee.
If I only paid for the water I used, I’d probably be ahead of the game. Most of the houses in my area have a rental suite; some have more.
I feel that they should pay for all the water they use. The restricted watering cheaters would also pay. It might even help to find out who they are.
