If Chris Bowcock's report wasn't alarming enough, a U.K. expert has chimed in on Kinder Morgan's risk assessment for the Burnaby Mountain tank farm, echoing the fire department's concerns about a boilover event. The City of Burnaby asked for Ivan Vince's opinion to enter as evidence in the National Energy Bord hearing. The deadline to file for that is tomorrow, at which time Vince's report will be public.

Vince was also part of a team of investigators that examined the Buncefield tank farm fire in 2005. That all started with one explosion, which created a chain of events setting 20 tanks on fire. That tank farm was storing mostly refined products, which tend to be more flammable than crude.
