Do like they do in Sweden, Germany and France and charge for the public washrooms.
Farmers markets in California also required a coin to open bathroom stall door. Some variation of that.
If you can spend $4 on a coffee, you can spend money on using the loo. Some washroom sites are owned by the attendants who stay at the washroom and keep it clean. Not sure if the washrooms at Metrotown would have enough business to support making a living.
