Senate move is just deflection by Harper

Whenever politicians want to shift public attention away from their own failures, they invariably choose to toss the ball into someone else’s court.
Christy Clark did it to the Mayors’ Council regarding transit funding, and Stephen Harper is doing it to provincial premiers when he says a moratorium on appointments “will force the provinces” to come to grips with the question of Senate reform/abolishment.
Harper stopped making Senate appointments two years ago. If he truly wanted to achieve a national consensus, he has had at least that much time to convene a First Minister’s Conference to launch a consultative process. But, of course, he has consistently declined to meet with provincial premiers as a group for the last six years.
That suggests he really isn’t interested in what they have to say about anything.
