If Ken continues to walk the wrong way in Deer Lake because he thinks that health directives don't apply to him, then he should be fined.
These rules were put in place to protect everyone and everyone has a responsibility to be a part of the solution and not a part of the problem.
If people thwart the rules, the health department could close the park to everyone.
Ken thinks he is special and exceptional as all Karens do, but in reality he has to follow the rules like the rest of us mere mortals.
